You mix the Vin and Water like you do the bleach but you can make it stronger. You can do this with warm water.
This mix will break down the algea better than bleach and the Vin is biodregradale and not harmful in small minut amounts or trace amounts.
It will also break down the calcium and lime deposits if let sit for a while.
Scrub it and what have you---the rinse it off and then go to the next and repeat the scrub in the cleaner mix.
The rinse the hell out of it...then you should be fine.
One thing I always did is get a new sponge for cleanign dishes and dedicate it for the tank stuff.
The rocks you use a strainer or Collet. You can even use an old pair of mom's panty hose and do a little at a time if you don't have a strainer or Collet.
You can make up a lot of boiling water and pour it over the rocks.
Keep stirring up the rocks. This is the lengthy part of all of what you have to do.
Oh and this is for any tank fresh or marine...if the outside of the glass gets dirty. Just use a paper towel with water. Then another to wipe it off. This way you don't pollute the tank with any risk over overspray.
