Due to some unforseen personal issues I have fallen behind quite a bit on my scheduled paintwork. I apologize for any inconvienence this delay has caused. Beginning this weekend, I am now able to start focusing on completing bodies that were in progress & trying to minimize any further delays.

If my guess is right, then it is something used in printmaking know as bubble paper. Of course you would have to use water based paint for that to work right (you would need something like soap to mix in with paint so it becomes bubble like, of course you could probably do the same thing with some Windex and oil based paint [then it would be like the water drop effect]).
