Help!!!!! ;)

Hello everyone,
I was making this thread as this winter I am going to approach the city park district/city council to open an outdoor rc off road racing facility. I have found a perfect piece of land that is already zoned under the Quincy Park District, its an old soccer field that is no longer used that just so happens to have a perfectly flat grade, it is outside of city limits, so I cant see the noise or fumes being an issue. There is ample parking there, and a bathroom facility, im not sure on the AC, and I know there is no HID lighting system for night racing, so there is work to be done in a lot of areas, I think I may be able to get LHS behind me on this as well for support, whether it be financial or logistical, I think they should be involved in one way or another as they are they only shop we have for support(parts/fuel/kits). I have called the park district program director and got his voice mail, so I am waiting on a return call from him.....how should I approach him on this? what are important things to point out to him? any help / tips to getting this going would be great. Also, do people donate items like to build the drivers stand, or the dirt/clay, should I ask for assistance from local vendors/contractors?The location im shooting for is Quincy, Il. It would be a good location as it is between st. louis and peoria / chicago. Quincy used to rock in offroad rc racing in the mid to late 80's @ R&R Hobby( Roy Weast and Jim Deiter) I want to bring it back to this little river town. peace and thanks for any advice in this matter Trevor Williams
