Is this a low end mid or high end pipe, and will it work well with a collarri .21 b7?

sorry never heard anything about them....
I've heard of 3 chamber pipes.. Usually they are used in conjunction with Quiet Air filtes (lots of noise comes fomr the air intake as well as the exhaust) for 1/8 on roads at large events where they have noise restrictions. I imagine that pipe would work but it will be a mid-top end pipe.
That pipe kind of has the shape of a 9886 or a 9853 Novarossi. but I'm not sure about the three chamber design. If I were to guess I would say its a low to mid range pipe. Because the 3 chamber design sounds like it will restrict the exhaust flow and create more back pressure. In most cases this will increase low end. There are also many different characteristics of a pipe designs that will effect performance.

Who makes the pipe and what do they say its good for?

Ive seen it in mags.... Best bet is find out what others use and get the same thing.... I run a novarossi 053. Its a low end pipe. I really like it
