The pickup is actually at the bottom of the tank. There is a fuel filter in the tank.

why is the nipple so high though is that the nipple you get the fuel out of?

Yeah. There is a like a tube or whatever you want to call it that picks up the fuel from the bottom of the tank and it comes out near the top.
