he signed up as a different name after being put on a 30 day suspension, that's grounds for bannishment forever. I was going to let that go and just ban his new name (turbospolling) <----spelled wrong hahah) but he insisted on signing up AGAIN with a different name and started with his old mess again so he's gone forever now.

IP banning is possible. I have only done it once though (remember that guy who was scamming people and had like 3 or 4 names he signed up with?). He was truly deserving of a full on ban. Banned users aren't even alowed to browse the boards, so if I do an IP ban, he couldn't even view as a guest. It's a last resort only.

Depends on his ISP. Broadband connections tend to keep the same IP for long periods of time due to the "alyways on" connection. As long as the computer is on when the IP lease is up, it'll simply grab the same one over again. My PC has had the same IP for around 3 months at least, lol.

Its a pain in the ass cause it's really hard to come up with a I.P. that no one else has. But All he really has to do is unplug his connection or go through the command prompt to get a different one. Not really hard to get around if you have worked with DHCP and DNS programs.

I've released my IP successfully in the past. Tested by trying to go on the internet. Then I renewed it and still ended up with the same IP, lol.

I'd say it's more trouble than it's worth just to visit a stupid website only to probably get banned again, lol.
